The Future of US Foreign Policy

The next US president is likely to act in a multilateral manner to tackle humanitarian, peacekeeping, or energy crises. Probably an effort will be made to show a break with the Bush administration’s occasionally brusque diplomatic style. But for a set of issues that have caused transatlantic friction, such as agricultural subsidies, support for Israel, and sanctions against Cuba, US foreign policy is unlikely to change.

Seit einem Vierteljahrhundert gibt es in den USA ein festes Bündnis zwischen der Christlichen Rechten und der Republikanischen Partei. Neuerdings bemüht sich die Demokratische Partei, für religiös motivierte und insbesondere evangelikale Wähler attraktiver zu werden. Dies wird dadurch erleichtert, dass die Demokraten bei Themen wie Armutsbekämpfung, Umweltschutz und Verteilungsgerechtigkeit den Positionen großer Teile der evangelikalen Bewegung ohnehin näherstehen als die Republikaner.

transatlantischer Sicherheitsdiskurse am Beispiel der »Rogue States«

Seit dem Ende des Ost-West-Konflikts spielt die Metapher der Rogue States im strategischen Diskurs der USA eine wichtige Rolle. In Deutschland ist die Perzeption von Rogue States jedoch markant anders; die Stigmatisierung anderer Nationen trifft auf Skepsis oder Ablehnung. Anhand der Rogue-States-Metapher lassen sich deshalb transatlantische Differenzen und die Bedeutung von Sprache in deutschen und US-amerikanischen Sicherheitsdiskursen besonders gut aufzuzeigen.

Europe’s Social Policy as a Difficult Negotiation Process: Actors and Options with Particular Reference to Working Time Policy

The conservative project for Europe has been only gradually complemented by a European social policy. With the implementation of the Internal Market in 1993 Social Europe was already a decisive basis for legitimation. The Maastricht Treaty at last enabled trade unions and employers’ organizations jointly to conclude binding European directives, although this has rarely been realized. The dispute concerning the Working time directive showed, among other things, the extent to which the shaping of Europe’s social policy has fallen behind.

Potential

All Political Party Internationals are under challenge. As political parties are not willing to invest their meager resources in global ventures, Party Internationals are not given a strong mandate or role. But Party Internationals could make a critical and unique contribution to consolidating democratic gains worldwide. They could help to prevent confrontation, exert peer pressure, and help to improve the quality of policies and politics, both at national level and in international forums.

Against all Debts? Solutions for Future Sovereign Defaults

A core problem of sovereign debt restructuring is the fact that creditor coordination has become increasingly difficult. Problems of collective action arise in the event of a sovereign default due to specific creditor behavior, such as creditors acting as free riders, sudden withdrawals, and the risk of litigation. Existing concepts concerning how to handle sovereign defaults have frequently failed. Therefore two promising alternative proposals are being evaluated, the Fair and Transparent Arbitration Process, which proposes an international insolvency procedure, and the International Debt Framework, a concept associated primarily with the Group of 20.
